The direct answer depends on what is actually shedding the water
The 2024 Tile Roofing Industry Alliance installation manual says tile installed below 3:12 is considered decorative and must sit over an approved membrane roof covering. In that configuration, the membrane—not the tile field—is the primary waterproof roof.
The same manual distinguishes several slope bands:

This is why “Can tile go on this roof?” cannot be answered from pitch alone. The underlayment, battens, attachment, deck, flashings and drainage path must form an approved assembly.
Why lower slopes need a different water-control strategy
Tile is a water-shedding surface with joints between pieces. On a steeper plane, gravity moves most water downslope quickly. As slope decreases, water moves more slowly and wind-driven rain has more opportunity to reach the underlayment.
At very low slopes, the membrane below must function as the primary roof covering. Tile above it provides appearance and surface protection but should not be credited as the waterproof layer.
Lower slope also makes small defects more important:
- Underlayment laps and penetrations
- Water trapped behind battens or raised fascia
- Valleys and wall transitions
- Deck deflection and local low spots
- Debris that blocks the drainage path
Adding more sealant between tiles does not convert an ordinary tile assembly into an approved membrane roof.
Verify the current manual and local requirements

- The exact measured slope on every roof plane
- The tile manufacturer's evaluation report and installation instructions
- Underlayment or membrane approved for that slope
- Batten and counter-batten drainage details
- Valley, eave, wall and penetration flashing
- Structural capacity for the complete installed system
- Local building-code and permit requirements
A concrete tile laid over an unsuitable low-slope underlayment does not become compliant because it looks finished from the street.
Arizona inspection and estimate implications
Lower-slope tile planes deserve careful review for drainage, wind-driven rain, underlayment condition and water trapped behind raised fascia or battens. Existing tile may still be reusable even when the underlayment system needs replacement.
For an existing roof, measure each plane independently. Patio covers, additions and porch transitions may be shallower than the main house and may require a different system. Look for water staining, prior coating, exposed underlayment, cracked tile, blocked valleys and evidence that the low-slope plane was added later.
What a proposal should state
Before approving concrete tile on a lower slope, require the proposal to identify:
- Measured slope of every affected plane
- Primary waterproof membrane or underlayment product
- Manufacturer or evaluation-report approval for the slope
- Deck and structural requirements
- Batten and counter-batten drainage
- Valley, eave, wall and penetration details
- Tile attachment method
- Permit and inspection responsibility
- Maintenance and warranty requirements
If the proposal lists only a tile profile and color, it has not defined the low-slope water-control system.
