Online roof prices are usually missing the facts that control a real proposal. A useful estimate begins with roof measurements, system identification and an inspection of accessible conditions.
The roof area is not the home's floor area
Roofing quantities include slope, overhangs, attached structures, waste, hips, ridges and valleys. A one-story 2,000-square-foot house does not automatically have a 2,000-square-foot roof.
The estimator should identify measured roof area and explain the waste factor instead of applying one unexplained multiplier.
The roofing system changes the scope
Mesa properties may use asphalt shingles, concrete or clay tile, metal, modified bitumen, spray foam, coatings or other approved systems. Their labor, accessories, tear-off, underlayment and maintenance requirements differ.
A tile lift-and-reset is not directly comparable to a new tile field. A foam recoating is not the same project as removing failed foam and rebuilding the assembly. A shingle recover is not the same scope as stripping the roof to the deck.
Tear-off and deck condition matter
The current City of Mesa Reroofing Guide says roof replacement is required in conditions including multiple existing covering layers, water-soaked or deteriorated covering and unsafe decking. It also requires damaged or deteriorated sheathing to be repaired or replaced.
That means a proposal should state:
- Existing layers and planned tear-off
- Disposal and property-protection scope
- Included deck-replacement allowance
- Unit price for additional concealed damage
- Documentation and authorization for change orders
Concealed deck damage cannot always be quantified before tear-off, but it should not become an unlimited blank check.
Geometry and access affect labor
Steeper roofs, multiple stories, tight property access, occupied commercial areas, extensive landscaping and complex hips or valleys require different staging and production time. Rooftop HVAC, skylights, solar equipment and plumbing penetrations may require separate coordination.
The cheapest square-foot number often excludes the details that take the most time.

The estimate should connect each material cost to an actual quantity and each allowance to a defined unit price.
Mesa requirements should appear in the proposal
The City guide explains local reroofing, deck, underlayment, material and flashing requirements. It notes that some reroofing work may not require a permit when the replacement roof-covering classification is equal to or greater than the existing classification, but that is not permission to ignore code or manufacturer instructions.
The contractor should identify who confirms permit applicability and who schedules any required City inspections.
Registered historic properties may have an additional approval step, according to the Mesa guide.
Compare written scopes line by line
The Arizona Registrar of Contractors recommends verifying licensing and putting relevant terms in a written agreement. For roofing proposals, compare:
- Measured area and roof planes
- Product manufacturer, line and color
- Underlayment or membrane
- Flashing and penetration details
- Ventilation or conditioned-roof scope
- Deck allowance and unit pricing
- Tear-off, disposal and cleanup
- Solar and mechanical coordination
- Permit and inspection responsibility
- Material and workmanship warranties
- Payment schedule and change-order process
A lower total does not represent savings when another proposal includes necessary flashings, permits or deck work that the low bid excludes.
Avoid stale price ranges
Labor, freight, disposal, product availability and financing costs change. A public range without a date, measured area and included scope can create false precision.
For planning, define the project first:
- Repair, recover, recoat or replacement
- Reuse or replacement of existing tile
- Known versus concealed deck work
- Existing rooftop equipment
- Desired product and warranty level
- Access and property-protection needs
Then compare complete estimates built around those facts.
The repair-versus-replacement decision affects cost most
A localized leak may be repairable when surrounding components remain serviceable. Widespread failed underlayment, repeated leaks, unsafe decking or multiple layers can make continued patching a poor investment.
